If CSAM through social/communication platforms were the actual problem society wanted to address, it could simply make illegal for kids to use those platforms but put the onus of enforcement on parents and schools, and impose fines on any parents/school who allow their kids to participate on anything online--chat, games, social media, forums, and even SMS and phone calls. Of course, that's super-draconian, but way less so than installing mass surveillance.
