If I'm not mistaken, there have been 60+ million aborted preganancies in the US since the mid-70s. Pretty strong data supports the claim you are questioning, it's also probably the reason for recent successful attacks on abortion rights.
They already do, at least in terms of second-order effects. You can't use the energy you buy to electrocute someone. You can't use that energy to power a meth lab.

People are bending over backwards to avoid paying black Americans for trillions in stolen labor. Switching the topic from race to class is another attempted deflection by the dominant groups in the US.
African countries should consider any attempt to tag their citizens an attack. The countries that will end up with this data are historically among the most racist on the planet and will find a harmful use for it, if they havent already.
