I don't speak Polish but i know Russian, Belarusians (especially), Slovaks, and Ukrainians all do it. Czech women don't seem to be concerned with men or getting married overall so i doubt they do. Those are indeed a factor, and European nations as well as the EU have started programs to counter those 20th century artefacts (see "Renaturation"). But the amount of rainfall itself (measured) was extremely high, by any standard.
