Similar to other governmentally supported apps this one has been made open-source beginning with the first drafts, is based on the provided framework by Apple and Google, does not store privacy relevant data on centralized servers and even follows the 10 baseline rules the CCC has published.
That actually makes it even more sad that the german government reaches out to the Luca app developers and buys their service for such a huge amount of money - although there is a product that is on par service wise and way better from a privacy perspective.
I highly encourage you to check out speedata publisher [1] by the berlin-based developer Patrick Gundlach.
He is a well known figure in the TeX community and has created a (open-source [2]/self-hostable) document creation solution on top of LuaTeX.
You can simply run that from the command-line and integrate it in your workflow but it also comes with a server integration that provides you with a REST API.
Admittedly there is some kind of learning curve (even for LaTeX literate people as he is using an XML/HTML abstraction layer on top of it) - but that also keeps it interesting for users who have never played mich with any TeX-language prior to that date.

Definitely check out Pinkt for Pinboard [0]. It is a rather new Android Client for Pinboard which is actively maintained and has quite a nice UI - and besides that it is OSS.
It's hard to even look closer at anything comparable once pinboard has become the main destination for anything bookmark related.
I have been using it for years and since it's API is based on the original Delicious one there is most surely not a single tool out there that does not speak to Pinboard.
While there might be quite a few alternative solutions our there that are feature wise on par with (or better than) Pinboard - the latter one has a proven track record and a positive future outlook.
I second that. While it definitely isn't on par with Adobe Illustrator regarding some very advanced features, Sketch is so rediculos easy to understand and beautiful to work with that it is nowadays my go to solution for design and layout work that was previously done with Photoshop, Illustrator and InDesign.
Maybe take a look at Shiori (https://aki-null.net/shiori/). It's more of a stand alone app rather than a Chrome Extension but the well crafted solution (afaik works with chrome and safari) combines pretty much all needed features. Basically use it on a daily basis for the saving process although I have to say that I prefer Alfred App scripts to access the bookmarks on my Mac.
