What's the difference between this service and sending out false bills yourself, which I assume is illegal in most countries?

I read on Reddit that they made an attempt to sell it but nobody was interested. I'm not sure how true that is, but it does seem very weird to kill off Vine.

This was in 2012. Their password enforcement policies were most likely different back then.
