Yes, it appears to be Time Warner Cable specific (in the Triangle NC area, at least)

Yes on Time Warner and was having issues. Seems to be resolved now.

Possibly DNS related. I can get to google.com on my cell phone, but can't get to anything google related on my computer. (Google.com, GMail, YouTube).
