Agreed. I personally understand how hard it really is to be consistent across multiple parts of a website, through many changes and direction from the top and also with many new and rotating designers coming aboard. but that being said I have noticed also the lack of detail. The leading feels off, the backgrounds are different from page to page. The font sizes are slightly off, much of what you mentioned. The thing is, this started way before Steve left office or passed away.

I am sure they will fix it though. I imagine it is simply a case of somebody new stepping in and not paying enough attention and it will correct itself sooner than later. They have a good process and a good team.

If someone new did come in, this is precisely what they should be keeping an eye on. I hope they fix it.
