Just speaking as an average C++ programmer who doesn't watch the standards process too closely, after C++14 it seemed like quite a few major features, modules included, were expected for C++17. At that point no one was saying it was unrealistic.
I was hoping for reflection, but it was clear to me a few years ago that there wasn't enough interest or agreement there. But I think a lot of people expected modules and concepts.
