Keep in mind that the C++ committee is made of up a group of volunteers and is an entirely non-profit organization. Membership participation actually comes at a great personal cost of the individuals. When I see language like "failure to deliver" it makes me wonder if the committee process is being fairly perceived by the larger overall user-base.

As an aside, anyone can join the committee if they really wanted to see a particular language feature see the light of day in a certain way. It's not as hard as you might think. All it takes is a bit of hard work on any sufficiently motivated individual's part.
