Laser jammers are used to jam police speed lidars to prevent them from obtaining a reading on vehicles. Not sure if thats the complete valid reason. Even without the FCC you could still make it illegal otherwise.

I expect that the devices themselves may be legal, but lots of the uses we'd be talking about here would be illegal under plenty of current laws.
