What if you claim to not have any account, or refuse to provide it? Does it default to "terrorist"?

Also, I think there would be a better solution: Just give travelers a form with one question.

  Are you a terrorist?

  [yes (default)] [no]


It defaults to "you lied on your immigration form" which means you lose any conflict whatsoever that might happen. That's the entire reason the "do you plan on committing crimes" questions are there, after all.
