Why does it have to be an app? The obvious way to go for protecting workers is unionisation.

Because, presumably, that is the commenter's line of work. Not everyone is a lawyer/politician/journalist who could stand a chance of helping in a more direct way. The guy is just wishing he could help in the way he knows best
