Ask HN: What are the steps to deal with Android's updated policy?

Recently the Safe Browsing team from Google announced [1] that in the coming two months, android apps would be subject to additional protections, outlined in the Unwanted Software Policy [2]. Here are some ways developers can get affected, but the the way to deal with them is not very clear. What changes w.r.t:

1. In-app telemetry data collection, and the way handled? Do we have to ask for the user to agree telemetry data collection?

2. What constitutes private data (I could not find an exhaustive definition from Google)?
