But this is not going to work when I am traveling and using my carrier's 4G network. Am I right? Is there any nifty solution to address the later? I am a little disappointed that I can't do something as simple as install plugins for my phone browser that can block sites.

That's what VPNs are for. See openvpn, for example (or tinc, strongswan, etc)
