Probably the only explanation was that LIDAR was off, either on purpose (for testing?) or because it broke and there was no safety mechanism to prevent the car from operating if/when LIDAR is off.


If the LIDAR was turned off, then it's pretty unforgivable. You don't get to play experiments with cars on live roads.


Especially since the cabin footage shows the person in the vehicle was only glancing at the road every several seconds.
