Sometimes you're just a regular user without any valuable data that just wants to do things in a quick and convenient way. And sometimes, you're a system administrator that needs to evaluate the whole build pipeline and plug all the holes for production deployment.
Both alternatives should exist, and one doesn't cancel the other.
