I mean, the effects (your life being ruined forever if caught) isn't exactly amenable to the scientific process and fully establishing cause and effect. It's totally rational for them be extra cautious beyond what they can establish.
I meant, how would you prove that more was produced as a result? How do you know that now isn't produced because there are now people in the world in general? Or some other cause?
