So what does "Radeon" mean? Edit: Yes according to Wiki. So we may never know whether Before was actually dedicated to the person. I remember vaguely reading PC Gamer at the time that was not the case at all.

Radeon comes from ATI (later acquired by AMD) so probably doesn't follow the same naming scheme as Nvidia does.
