Seems to me like a approximation of the technology adoption cycle - innovators, early adopters, early majority, late majority, laggards [1]. This process has been embodied in the modern entrepreneurial philosophy of design thinking - consisting of 5 steps including ideation and iteration for innovators/early adopters and testing as the idea gains traction [2].
