Red Hat doesn't care at all about Linux on 32-bit s390, and neither does IBM as far as I know (except possibly the consulting group, which is interested in anything that makes them money).

s390x has no problem with switching to Rust/LLVM. Red Hat and IBM both employ engineers working on LLVM, specifically for s390x in IBM's case.
