One of the more interesting points is the willingness to substitute open source solutions where a local one doesn't exist (eg. since there is no Russian substitute for Oracle, use Postgres).

It would be interesting to know if in addition to the general directive to 'Buy Russian or Open Source', there was also funding being made available for 'Russian Open Source' projects and companies.
