First of all, that's on the low end of the spectrum, so "often" is a stretch.

Second, that only takes into account seat time, not all of the other study required to understand the instruments and other assorted knowledge.



It certainly falls into the category of "a couple hours of practice" - reading the PHAK or FAR/AIM doesn't qualify as "practice" to any reasonable person.
