Because it wants to act as an appliance and manage the whole system itself including network configuration, updates, etc. For most users this is the correct approach, though you can opt-out and manually run the actual application in a Python virtualenv on a distro of your choice (in this case HA won't be able to manage the system and updates will need to be done manually from the command-line).
