Seeing as how NVIDIA doesn't actually manufacture semiconductors, it doesn't seem like they stand to benefit at all.

They don't fabricate, but they do design quite a lot of them, and are even moving into the ARM CPU arena.

Yes, but the bill is subsidies for actual manufacturing and fabrication companies.
