Clearly the actual digits used in constructing a standard sudoku puzzle are of absolutely no importance.

Transpose some (or all) of the numbers, but leave the exact same shown+hidden squares, and your puzzle has not changed in the slightest.

You can replace the digits with dingbat font characters and you would have the exact same puzzle with regards to actually solving the puzzle.

So it seems obvious that this conversation comes down to the unique (post symmetry de-dupe) combinations of shown+hidden squares.

Additionally, there can be a discussion on which combinations of shown+hidden squares may actually be fun for humans to work on.
