Elevators should be able to see with a camera a percentage of the floor that is visible from the ceiling. Using this percentage (in addition to or just by weight), the elevator should be able to determine whether the elevator is full.

When the elevator is full, it should not stop for people who have pressed buttons not inside the elevator.
