I have always wondered if Satoshi (the anonymous creator of Bitcoin) might have been working for one of the rogue states in question. Pure speculation, but it would explain why Satoshi has never gone public to take credit for it.
Or it's because Hal Finney was Satoshi, and he never took credit for it because he was scared people would harass him even more than they already did, and he died in 2014, so he won't be able to take credit for it any more.
