In an ideal world, the navy would tiger team it: once per funding period, introduce an obvious crank proposal?

Edit: there was a comment from your link that suggested this might have been a "known bad" signal injected to estimate intelligence leaks. A biography of Michael Collins I read implied there was a fair amount of falsification of paper records, even extending to within British archives. I've always wondered how much the Nazi+occult memetic connection could be ascribed to (a) cross-contamination from Indiana Jones, (b) propaganda, or (c) [especially in light of Nancy Reagan's penchant for astrology?] successful influence of a Stierlitz-style spy.
