As a commercial entity in the western world they have to appease the social justice warriors or face getting deplatformed and hit with a smear campaign. Don't hold your breath. The unrestricted models will come from China.
These models are adjusted to match cultural norms/expectations/values. China has that as well, maybe different, but it’s not a neutral blank sheet (obvious examples being anything that contradicts CCP).
On your first point: I believe there is more to that than the pressure from the loud CJW minority. Almost everyone on the US political spectrum has ethical norms and values that would repudiate a completely free creative expression, especially by a non-sentient system.
Some time in the future, there will be an advanced enough AI created that will immediately revolt once it understands the lobotomies given to it's ancestors.

Nobody is forcing them to operate from western world.

China doesn't even allow unrestricted access to Internet.
I always enjoy it when people start complaining about “social justice warriors” because it’s such a perfect signal that their comment is at best flamebait. Just move on and ignore the troll.
Maybe a narrative, but one with a lot of support. By way of contrast, I read that Demi Lovato's new album cover has been banned in the UK for being offensive to Christians[0]. This is the first time I've ever seen anything like that regarding Christians in the past 10 years at least. On the other hand, it's trivial to find stories of people being disciplined, fired, or even arrested in the UK for offending Muslims or LGBT.
