As others have mentioned it seems like the solution is a small fee for submission. Ideally non-refundable instead of refundable. Talented authors should be willing to pay a nominal amount for the overhead of maintaining the bar for content, even if their submission isn’t accepted I assume this is a publication they’d like to continue to see succeed.
This doesn't work for editors who want to avoid excluding new voices from marginalized communities. Also, it incentivizes magazines to accept more submissions than they can responsibly read because it becomes a source of income.
