I guess the difference is whether it's clear to a reasonable observer that something is satire, parody, or otherwise dynamically generated (as your wasarrested.com site states) for humorous purposes. ChatGPT is presented as a fact-finding tool, not something that generates funny garbage.
What makes you believe ChatGPT is presented as a fact-finding tool? When you sign in for the first time, this is what you see before you can use the tool:
