Never heard of this and I wish I hadn't after looking it up. Probably the silliest versioning scheme I've ever seen. It communicates absolutely nothing of value.
Thr site[1] itself is facetious. There's no "real" 0ver, just projects that couldn't commit to stability after a certain level of maturity that are being shamed. I found it to be a funny stab at the likes of Hashicorp (especially after multiple upgrade ordeals):
