The entire argument can be summed up like this:

It is impossible with current technology to completely eliminate any photos or videos from existence. So long as the Internet exists, and people have access banned media, that banned media will continue to proliferate. To combat this, the state needs to be granted extraordinary powers to peer into people's devices and accounts and look at their files so that we can prosecute people in possession of banned media, and the state super-duper promises that the only media we'll ever ban is child pornography, and nothing else ever, though you can't actually stop us when we push to expand this power later, which we will absolutely be doing.
