Which means the state has a ready made reason to detain anyone they don't like on the grounds of "child abuse". That sounds like the point of this to me.
Also you can't just have hundreds of thousands of judges, lawyers and jurors looking at CSAM all day, can you?
Better to have a panel of 10 or 20 carefully selected experts (of course with secret identities to avoid them being threatened by major csam cartels) who will inform all involved parties (including yourself) at how much csam you looked and how bad it was.
