The only way to stop it coming back is to remove their ability to implement it. If Chrome was <20% market share it doesn't really matter how many harmful APIs they have because very few sites would require them. As long as they remain popular they will continue to sneak in these features, then other browsers will have to adopt them or face extinction because websites don't work on them.
