One thing to keep in mind with crime statistics is that it only takes a very small group of criminals to double the crime in an area. There have been multiple studies showing that 1% of criminals can be responsible for as much as 40% of crime in an area. Sometimes police will catch one person, and while they are in jail, reports of crime in an area will plummet. Sometimes they will jail and prosecute hundreds and see very little decrease in crime.
