I don't know if this will work or not, but I believe it is a good idea and well worth trying. What's better is if successful it could be adopted by any state.

Here in Michigan we have investor groups where they meet every month but almost never do a single investment. It apparently is a big social club for well healed individuals. Maybe a place to get good pitching practice but nothing more.
