It's not the House that passed it. It's a committee, which will pass it on to the full House.
I'd say there's little likelihood of it becoming law. Congress is soon going to go on break and start campaigning for re-election.
It's not impossible, but the remarks linked here suggest that it's grandstanding, so that the Representative can put some strong words in press releases. The speech is full of patriotic-sounding drivel.
