We need more information to answer this question. What do you mean? Tensor processing unit? If so I guess you'd start with an FPGA - not like you can make silicon chips with lithography at home.
Yeah, I want to like design a small tensor processing unit chip to run neural nets. Obviously it would be for education. But as many steps as I could do, I want to, on the cheap, so I can learn hardware.
