Isn't this a drama that started with the South dropping propaganda bombs into the North (small notes about rebellion)? So North dropped trash on the South. And now it's like a running meme that has gotten carried away, only a powerful apparatus of state craft is trying to get the last laugh.

perhaps its a spitefull thing, but you would be amazed what you can learn greping through someones trash.
