It already is. It just isn’t enforced by the DOL/ICE. (Those offers need to actually be legitimate, or it’s fraud).

Near as I can tell, it’s similar to ‘don’t talk about salary at work’ stuff - technically maybe if you can prove it and complain to the right person, but it’s
