Can activists conceivably use FOIA requests to identify ALL dataflows out of surveillance systems in use in public commons ?

Maybe dataflows out, but I've never heard of a private company (receiving them to provide a service to a government) being part of a FOIA?

Maybe that's just in my jurisdiction.
