Surely we suffer for the lack of a single, centralised power. There has to be a working mechanism to swiftly coerce any wavering member from falling in line.
It never goes into what is meant by failing except that it is perceived to be failing. Oh, this is from "naked capitalism", maybe that's the measure.
It then basically says EU isn't like a country. Well that's right, it isn't. Oh, and that it should have a common language. Not sure if the author has ever been there.
