'reciprocal' doing a lot of work here. Includes allegations of currency manipulation, domestic sales tax and other non-tariff barriers. Trump basically thinks all trade should 'balance' and any 'imbalance' is as a result of unfair barriers on American exporters, when the real reason is that US goods are simply too expensive for others to buy at the same rate, all of this ultimately being due to USD being enforced as the de facto global reserve. He needs to read up on the Triffin dilemma, but of course he won't.
