Note that #2, #3 and #4 were responses to successful lawsuits and constitutional challenges. They are examples of the federal government being supportive, for without those bills the projects would have been even more restricted by the courts.

The only valid complaint is #1, IMO. And that was cancelled over 40 years ago.
