For the applied (not fundamental) research that ultimately goes toward supporting clinical trials where on average 90% of the R&D costs lie. Sure we can, because these are not actually legs. Legs are a bad analogy They are groups of people, and people can adapt. If we get rid of taxpayer–funded research today, then companies that do research will suddenly have plenty of people to hire to expand their operations.
