Not to be overly pessimistic, but I'd say tools of control are only occasionally built with the best intentions. Normally they are built with, though maybe not the worst but certainly bad intentions. Good intentions are the marketing spin that comes after the fact to ease adoption like lube on blunt object headed in your nether regions.
