Those are big words coming from the "I can make you car drive itself without LIDAR" guy. In principle a lot of things are true, but a government contractor ought to know better than to write off Microsoft.

I'll add also that Azure makes Microsoft really a hardware company in a big way, though xAI has data centers to. Azure's business is cloudy and invisible and doesn't look like hardware but it is, it is definitely a CAPEX thing.
