Confusing headline, but note they're not using "standard silicon chips", like they built this using 74LS logic. They're using custom ASICs but claiming that they can be manufactured on standard nodes eg at TSMC. It's also a spin out from UCL and Oxford, making their claims at least somewhat credible.
