This sort of legal logic-twisting is more common than we like to admit. 1) Take a topic that has some legal buzz. 2) Draft a law that, on the surface, seems to do something about it while actually doing nothing or the opposite of what it seemed to intend. 3) Sit back and collect the cheers of the ignorant proles. e.g. Gun Owner's Protection Act of 1986, PATRIOT Act, ad nauseum.
